Civil Resource Development and Documentation Centre, CIRDDOC Nigeria is an independent, non-governmental and non-profit making organization irrevocably committed to the protection and promotion of human rights, good governance, gender equality and access to justice. As part of its good governance mandate, CIRDDOC is engaged in different aspects of budget transparency and participation work including capacity building, advocacy, monitoring and gender budgeting.

One of such works is the Sub-National Budget Transparency Survey Project (SNBTS).SNBTS, which is a research project that assesses, measures and compares levels of budget transparency, accountability, and participation across the Nigerian states. It focuses on periodicity and publicity of state budget documents. SNBTS is aimed at raising awareness and consciousness of the leadership of the 36 states of the federation on budget transparency and participation process and inspiring a spirit of ‘competitiveness’ in the states towards the promotion of increased public access to government budget information. SNBTS employs the use of questionnaire that strictly focuses on the following:

  • Public Availability of Key Budget Documents
  • Public Participation in the Budget Process
  • Public Availability of Procurement Information
  • Strength of the Oversight Institutions

It is imperative to note that SNBTS does not consider nor analyze the content of the sub-national budgets but focuses the above four key indicators.

Objectives:

  1. To compare the degree of budget transparency and accountability across states
  2. To inspire and encourage the spirit of ‘competitiveness’ amid states towards promoting budget transparency and accountability
  3. To promote international best practices with regards to budgeting and budget process in the states

By this advert, CIRDDOC is calling for qualified organizations as State Researchers and individuals as State Supervisors and Zonal Coordinatorswith good work experience in budget and budgeting processto apply for the following positions:

  1. State Researchers (36 research organisations)
  2. State Supervisors (36 States Supervisors)
  3. Zonal Coordinators(6 Zonal Coordinators)

Responsibilities (Research Organization)

  1. Data Collection from your State of interest and residence
  2. Completion of the survey questionnaires in line with the SNBTS Guide and Methodology.
  3. Collection of all necessary documents to back your claims from relevant Ministries, Departments and Agencies of Government in line with the SNBTS Guide and Methodology.
  4. Respond to any comment(s) or concerns from CIRDDOC Consultants, Zonal Coordinator, State Supervisors and peer reviewers as regards the completed questionnaire.
  5. Work with your State Supervisor and Zonal Coordinator to organize a dissemination workshop at the end of the project. 
  6. Any other duty that may be assigned to you by CIRDDOC that is necessary in this engagement.

Responsibilities (State Supervisor)

  1. Overall Supervision of the researcher in your state of interest and residence.
  2. Ensure quality data collection by the researcher in your state.
  3. Ensure that questionnaires are adequately completed by the researcher in line with the SNBTS Guide and Methodology.
  4. Write all activity reports, including the final report of findings for your state.
  5. Work with your State Researcher and Zonal Coordinator to organize a dissemination workshop at the end of the project. 
  6. Any other duty that may be assigned to you by CIRDDOC that is necessary in this engagement.

Responsibility (Zonal Coordinator)

  1. Overall Supervision of the research process in your geopolitical zone of interest and residence.
  2. Confirm and certify the quality of data collected by the researcher in your geopolitical zone
  3. Ensure that questionnaires are adequately completed by the researchers in line with the SNBTS Guide and Methodology.
  4. Collate and analyse verified data submitted by researchers in your geopolitical zone
  5. Submit completed questionnaires from researchers in your geopolitical zone after verification.
  6. Write all activity reports and the final Zonal report for your geopolitical zone.
  7. Work with your State Supervisor and State Researcher to organize a dissemination workshop at the end of the project. 
  8. Any other duty that may be assigned to you by CIRDDOC that is necessary in this engagement.

Eligibility for Research Organization:

  1. Must be a registered organization with CAC
  2. Must have an office in the state of interest and residence
  3. Must have relevant work experience in budget and budgeting process

Eligibility for State Supervisor and Zonal Coordinator:

  1. Must be very knowledgeable and have good work experience on budget and budgeting process especially in your state of interest and residence
  2. Must have verifiable good academic qualification (university lecturers preferably)
  3. Must have reasonable knowledge of ICT relevant for the survey
